…PI 2025-08-01) Batches the open Renovate PRs: - azure-functions 1.x -> 2.x (#90); requires Python >=3.13 - mypy 1.x -> 2.x (#91) - Microsoft.Storage bicep API 2025-06-01 -> 2025-08-01 (#92, #93, #94) azure-functions v2 needs Python >=3.13, so bump the function runtime to 3.13 (rg_funcapp.bicep), the project floor to >=3.13, ruff target to py313, and the CI matrix to 3.13. The 3.11 core-tools image still deploys the 3.13 app because the build runs remotely at the target runtime. Verified end-to-end: deploy to a fresh no-shared-keys + signing resource group succeeds, app runs Python 3.13, and the GPG Key Vault reference resolves.
